Belongs to no one alone
Open specifications and transparent governance keep the foundation available to everyone.
Nonprofit. Open. For the world.
The nonprofit OSC builds open skills infrastructure that belongs to no one alone and can serve everyone. Knowledge, evidence and opportunity become portable across systems, languages and borders.

Our promise to the world
Skills shape access to learning, work and participation. Their infrastructure should therefore be a public good: governed independently, usable worldwide and accountable to people.
Open specifications and transparent governance keep the foundation available to everyone.
Languages, regions and local realities are part of the standard — not edge cases.
Portability, privacy and explainability protect human agency in every integration.
The problem
A “Data Analyst” in a recruiting system is not automatically the same skill in a learning platform. Evidence sits in a third format. Meaning, origin and currency get lost along the way.
OSC creates a shared language for this. Not another product, but a nonprofit digital public good existing systems can use and people worldwide can shape.
The OSC approach
A standard is useful only when domain expertise, evidence and technology speak the same language.
Terms
Stable IDs, plain definitions and clear relationships keep identical terms from meaning different things.
Evidence
Source, issuer, validity and assessment method travel with the data, so the basis of a competency claim stays visible.
Interfaces
Versioned fields and open API profiles give tech teams a dependable basis for integration.
How we work
We start with a real data question and a manageable pilot. What works is documented openly and developed as a contribution to the global public good.
